The SEIN (Systems Engineering & Integration for the National Systems for Geospatial-Intelligence) program delivers full life-cycle systems integration and engineering services.  SEIN is chartered to provide technical leadership for many of the customer’s highest priorities, including the OPEN IT portfolio support services for IT Infrastructure Planning (ITIP) of initiatives that will drive architecture and engineering changes to enable digital transformation of customer to achieve mission and operational goals.

The ICES senior Systems Engineer for OPEN IT will provide systems engineering and project management expertise for IT planning initiatives that will drive architecture and engineering activities. The Open IT provides a set of services that enable applications to inter-operate across the application life-cycle (dev/test/ops) by realizing the services required providing service discovery and reuse and orchestration, develop new application and services, and integrate related applications and services onto common communication middle ware and database services.
The OPEN IT Systems Engineer will track, manage, and resolve technical issues and will establish/maintain a high level of customer intimacy in coordinating all integration activities.  The Systems Engineer will act as the technical point of contact for many infrastructure issues, work with other teams to resolve integrated schedule conflicts, develop operations concepts in support of establishing new capabilities, and develop requirements in support of new capabilities.  As a member of the Open IT team, the Systems Engineer will be responsible for assessing capabilities, business processes, and business cases for the organization.  The Systems Engineer will work side-by-side with contractor and government personnel to ensure all issues related to the infrastructure are addressed.  The environment is a multi-contractor program; therefore, candidates should be comfortable working with a diverse set of contractors and all grades of customer personnel.
Responsibilities include:
  • Support all engineering aspects of the Open IT Project including:  identify, manage, and resolve specific technical requirement issues affecting the IT infrastructure architecture, produce products for documentation of Vision, Strategy, Guidance to develop roadmaps, and engineering assessments to drive transformation and change to achieve NSG goals.
  • Provide lifecycle project management analysis, conduct studies, support major reviews, perform hardware, software, and technology evaluations, identify solutions, provide recommendations, and plan activities
  • Work requests and requirements with a diverse set of contractors and all grades of customer personnel
  • Research and conduct architecture trades and product evaluations as well as lead cost estimation required to bring recommendations for approval and inclusion in RFC’s related to compute, data center services and target architecture development
  • Build meaningful relationships with internal and external customers
  • Brief status and analysis results at government reviews
  • Participate in development of new processes for the NSG
  • Coordinate with other parts of the SEIN contract/functional areas and with government representatives and system developers to ensure shared, consistent understanding of requirements
  • Provide enterprise-level perspective on platform services for use in the NSG
  • Work with GEOINT subject matter experts and the industry on platform services
  • Generate platform services strategies and paths forward; collaborate with IC ITE initiatives
  • Identify project key decision points and provide Go/No-Go recommendations
  • Develop and brief plans and status to leadership and community stakeholders
  • Translate customer needs into project requirements
  • Monitor project execution and provide course correction actions
  • Lead the identification, tracking, mitigation, and resolution technical risks and issues
  • Review team products for quality assurance
  • Lead analysis of alternatives efforts
Required Qualifications:
  • TS/SCI Clearance (with a current SSBI favorably adjudicated within the last 5 years)
  • Bachelor’s degree in engineering, or related technical field, or equivalent experience
  • 15+ years of systems engineering, systems integration, or systems development experience
  • Minimum of 10 years of recent agency-specific experience
  • 3+ years technical experience supporting NSG systems infrastructure
  • Demonstrated ability to establish effective customer relationships
  • Demonstrated ability to develop and present effective technical presentations to management; must possess strong written and verbal communications skills
  • Strong interpersonal, problem solving, organizational and multi-tasking skills
  • Demonstrated Systems Integration or similar support to a major program
  • Ability to work independently or within a team environment
  • Ability to work in a Government environment as part of a multi-contractor team
  • Self-Starter and self-motivator
  • Ability to handle numerous multifaceted projects in difficult, dynamic, and demanding environments
  • Proficiency with Microsoft Office applications and Windows
  • Knowledge of IC or DoD organizations and programs
  • Experience developing program roadmaps and CONOPS
  • Familiarity with emerging cloud environments and technologies
  • Familiarity with Agile Development methodologies (e.g. Scrum, XP, SAFe™) and DevOps concepts
Desired Qualifications:
  • Direct experience performing System Engineering / System Integration on a previous assignment
  • Experience with Platform as a Service (PaaS) and PaaS offerings
  • Experience working Dev/Ops and the transition between Dev-Test-Ops
  • Experience with Service brokering, Service Orchestration (rule engines) and Service Auditing
  • Experience managing system interfaces and end-to-end systems integration of new and existing components
  • Demonstrated project leadership skills and experience
  • Experience in developing project plans and schedules
  • Knowledge of Amazon Web Services, GovCloud, and C2S
  • Knowledge in one or more of the other Open IT Enterprise Service Areas (Networking, Storage and Compute Services, Enterprise Management Services, Common Services, or Security Services)
  • ITIL experience (certification)
  • AWS Certified Solutions Architect (certification)
  • Scaled Agile Framework (SAFe) Agilist 3.5 or later (certification)
