Intelligence Consulting Enterprise Solutions, INC. is looking for a Sr. System Engineer – Requirements Engineer Description:
Join ICES on a new contract impacting national security as a Sr. System Engineer – Requirements Engineer. Position is located in Chantilly, VA and requires an active/current TS/SCI security clearance and be willing and able to pass an additional polygraph as needed.
Duties:
Lead the definition, analysis, documentation, and maintenance of stakeholder, system, and service-level requirements in accordance with IC standards.
Perform requirements decomposition, allocation, and traceability across the full system development lifecycle.
Develop and maintain the Requirements Management Plan and requirement traceability matrices.
Define and maintain test and verification criteria associated with all system and functional requirements.
Support the resolution of TBD and TBR items in the requirements baseline; provide monthly status briefings to Government.
Participate in cross-directorate working groups and joint requirements definition fora to ensure alignment of enterprise and system-level needs.
Ensure that all requirements, including security requirements, are developed and maintained to be complete, traceable, and testable.
Support the integration of requirements with architecture, design, and acquisition planning artifacts.
Collaborate with stakeholders to assess gaps in capability, and incorporate new or evolving mission needs into the requirements baseline.
Review and provide input on acquisition documentation to ensure alignment with established system requirements.
Required Qualifications:
Active TS/SCI clearance with polygraph (or willingness to obtain one).
Bachelor’s degree in Science, Technology, Engineering, Mathematics, or a related technical field.
12 years of experience in systems engineering with at least 5 years focused on enterprise or system-level requirements engineering.
Demonstrated expertise in requirements analysis, development, traceability, and verification planning.
Strong collaboration and communication skills, with the ability to work closely with senior Government stakeholders and cross-functional teams.
Experience using requirements and modeling tools such as DOORS, Cameo/MagicDraw, Jama Connect, or equivalent.
Desired Qualifications:
Master’s degree in Systems Engineering, Engineering Management, or a related discipline.
INCOSE CSEP or ESEP certification, DAWIA Level III (Systems Engineering), or PMP certification.
Experience supporting classified DoD or Intelligence Community programs, particularly NRO.
Knowledge of requirements standards and methodologies used in NRO or similar acquisition environments.
Use model-based and data-driven approaches to verify requirements completeness, consistency, and alignment with operational goals.
Support acquisition efforts by reviewing and advising on solicitation documents to ensure alignment with requirements traceability and verification strategies.
Engage in continuous collaboration with Government stakeholders to iteratively define, refine, and validate requirements throughout the lifecycle.
Conduct comprehensive stakeholder needs and expectations analysis to drive the definition of operational and technical requirements.
